fix(01-design-tokens-rams-foundation-02): name signal-orange token in sheet doc comment

- must-have artifact marker: sheet.html now references --color-signal-orange
  in its documentation comment (token name only, no values — D-07)
- sheet markup unchanged; 41/41 computed-style audit re-verified
