- buildManeuverList: transparent tap-out layer + labelled card region (id = aria-controls target), NEXT/FUTURE/PAST rows, real-text streets, aria-hidden 24x24 glyphs
- startGantryBlink/stopGantryBlink: WeakMap-keyed ~500ms duty cycle, idempotent start, stop clears
